Çevre yönetiminin bir aracı olarak atık yönetimi: Antakya metropoliten alanı örneği

Abstract

Günümüzde artan sanayileşme ve kentleşme hareketleriyle birlikte "atık sorunu " önemli bir çevresel sorun haline gelmiştir. Bu sorun sanayileşme ve kentleşme noktasında, yanlış yer ve alan tercihleri nedeniyle daha da artmaktadır. Ayrıca yeni liberal ekonomik dizge atık sorunun artmasında çok önemli bir etkendir. Bu sorunların çözümü için oluşturulan çevre yönetim dizgesinin en önemli aktörleri belediyelerdir. Bu çalışma kapsamında Antakya metropoliten alanı olarak nitelendirdiğimiz kentsel alan, katı ve sıvı atıkların bertarafı konusunda çok önemli çevresel sorunlarla karşı karşıyadır. Son dönemlerde artan ticaret hacmi ve büyüyen nüfusu ile dikkat çeken bu alanın çok parçalı yerel yönetimsel yapısı çevresel sorunların daha derin yaşanmasına neden olmaktadır.

Today, the disposal of waste has become an important environmental problem in line with the increasing urbanization and industrialization. This problem aggravates further due to wrong choices for location and area in the industrialization and urbanization process. Moreover, the neo-liberal economy policies play major role in making the problem of waste worse. The municipalities are the leading actors of the environmental administration system established for solving these problems. In this context, the metropolitan area of Antakya faces serious problems in disposing the solid and liquid waste. The fragmented structure of the municipality system in the said area, which recently has come to prominence with considerable increase in its trade and population, deepens the problems.
