Yerel yönetimlerde katılımcı/müzakereci demokrasi sürecinde sivil toplum kuruluşlarının önemi

Abstract

Bu çalışmanın amacı, yerel demokrasi ve katılıma ilişkin öngörüleri ve potansiyelleri belirlemek ve bu doğrultuda sivil toplum kuruluşları (STK) olgusunu incelemektir. Yapılacak incelemede çıkış noktası, yerel demokrasinin yaşama geçmesinde bir araç olarak, STK’ların kentsel katılım oluşturulması sürecinde olumlu rol üstlendiği doğrultusundadır. Yerel yönetimlerin yapısal değişim geçirdikleri bilinen bir gerçektir. Bu değişimlerin başında, kentteki tüm grupları aktör ve paydaş gören yerel katılım kavramı gelmektedir. Kentsel mekânlarda etkili karar alma konumunda olan genelde yerel yönetimler, özelde belediyeler, doğrudan demokrasi avantajlarının ve katılımın sergilenebileceği yönetimlerdir. Gerçekleştirilen yerel mevzuat düzenlemeleri ile yerel yönetimlerde sorunların çözümü ve hizmet sunumunda, çok ortaklı ve çok aktörlü yönetişim anlayışı hedeflenmekte, STK katılımı beklenmektedir.

The aim of this study is to identify predictions and potentials about local democracy and participation and to examine the phenomenon of civil society organizations (CSOs) in this direction. Starting point of the investigation is the positive role of CSOs in the creation of urban participation as tools for the practice of local democracy. It is a known fact that local governments have experienced structural changes. At the head of these changes comes the concept of local participation that considers all groups as actors and partners in the city. Local governments in general, municipalities in particular, which are in the position of making effective decisions is urban space are the administrations that advantages of direct democracy and participation can be exposed. Multi-partner and multi-actor government approach is aimed in problem solving and service presentations at local governments owing to the arrangements on the local legislations, the participation of CSOs is expected.
