Türkiye'de belediye meclislerinin temsil ediciliği : Siirt örneği

Abstract

İl, belediye ve köy halkının mahalli müşterek ihtiyaçlarını karşılayan, karar organları seçimle işbaşına gelen birer kamu tüzel kişileri olan yerel yönetimlerin önemi; halkın yönetime katılmasına daha fazla imkân sağlama, demokrasiyi tabana yayabilme, siyasetçi yetiştirme gibi işlevlerinden dolayı giderek artmaktadır. Çalışma konumuz olan belediye meclislerinin o yörede yaşayan seçmenler tarafından, seçimle göreve getirilmesi, seçilmişlerin yöre halkını daha iyi temsil edeceği düşüncesine dayanmaktadır. Ancak bu meclislerde temsil işlevinin etkin bir şekilde gerçekleşebilmesi için; temsilcilerin halk tarafından tanınması, halkı tanıması ve halkı temsil etmesi önemli bir etkendir. Bu çalışma, Türkiye'deki belediye meclisi üyelerinin temsil ediciliğini Siirt örneğinde ele alıp, incelemektedir. Bu bağlamda öncelikle Siirt il merkezi ve ilçe belediyelerindeki meclis üyelerinin profili çıkarılmakta ve daha sonra onların temsil hakkındaki görüş ve yaklaşımları ele alınmaktadır. Temsil edilen üyelere ait görüş ve yaklaşımlar daha çok belediye meclis üyelerinin temsil ediciliği çerçevesinde irdelenmiştir.

The importance of local governments, of which organs were chosen and gained power after elections to satisfy the needs of societies in provinces, municipalities and villages are gradually increased because of the functions as giving opportunities for participation into governance, realizing the democratic consolidation through the bases of society and growing politicians. The subject of our study is based on the idea as the needed elections for municipality councils by the voters in those regions, bringing them to the task by those elections, and determining the elected ones who would represent the local society better. On the other hand, the recognition of representatives by society, the representatives' knowing their own society and their representation capacity upon the public itself are the important factors in order that the function of representation could be realized properly in those councils
