dc.description.abstract20.yy sonlarına doğru iletişim ve bilişim teknolojilerinde yaşanan gelişmeler dünyakonjonktüründe önemli değişimlere yol açmıştır. Küreselleşme ve teknolojinin dinamikleri ileşekillenen yeni dünya düzeni yönetim süreçleri ve sosyo-ekonomik koşullar üzerinde de etkiliolmaktadır.Kamusal alan da değişimin en çok hissedildiği yerlerin başında gelmektedir. Dikeyhiyerarşi içerisinde katı örgütlenmiş güçlü merkezi devlet yapısından yerel örgütlenmiş, adem-imerkeziyetçi bir yapılanmaya doğru kayma gözlenmektedir. Bu noktada verimlilik, etkinlik, şeffaflık,katılımcılık temelinde yükselen e-devletin bilgi toplumunun yönetim modeli olarak önerildiğigörülmektedir.Vatandaşa en yakın yönetim yapılanması olan yerel yönetimler kamusal alanda sürdürülene-devlet çalışmalarının da merkezinde yer almaktadır. Çünkü halka hizmet arzında en yakın veetkileşimli birim olma özelliğine sahip yerel idareler bu dönüşümün en iyi algılanabileceği yerlerdir.Toplum kendine hizmet amacı ile oluşturduğu ve yetkilendirdiği yerel yönetimlerin kendinedaha iyi ve kaliteli hizmet üretmesini istemektedir. Vatandaş odaklı hizmet kavramı artık iyicetoplumsal bir talep olarak belediyelerin önünde durmaktadır. E-devlet geçiş sürecinin asıl ateşleyicidinamosu da aslında bu toplumsal taleptir.E-dönüşüm olgusu başarıyla yönetilip, sağlam temellere oturtulduğu takdirde yerelyönetimler özellikle belediyeler açısından büyük imkânlar sumaktadır. Üretime ve hizmet sektörünegetireceği katkılar yanında demokrasiye kazandıracağı dinamizm sayesinde katılımcı demokrasininyolunu açarak yönetim sistemimize işlerlik kazandıracaktır.Yerel idare teşkilatı (belediyeler) tarafından yürütülecek ve tamamlanacak bir kurumsaldönüşüm bilgi toplumu olma yolunda sağlam atılmış bir adım, diğer kurum-kuruluşlar ile toplumundönüşümünde de itici güç olacaktır. Tabi bu arada güncel hayata getireceği yaşam kalitesi de ifadeedilmesi gereken diğer önemli bir husustur.Bu çalışmada; öncelikle e-devlet, e-belediye ve büyükşehir olguları kavramsal seviyede elealınmış, daha sonra e-devlet uygulamasının yerel yönetimler üzerindeki etkileri e-belediyecilik başlığıaltında Türkiye özelinde incelenmiş, son olarak Kayseri Büyükşehir Belediyesi'nde uygulanan anketçalışmasından elde edilen veriler ışığında genel bir değerlendirme yapılmıştır.en_US
dc.description.abstractThe developments in the communications and information technologies caused importantvariations in the world conjecture at the end of 20. century. The new order of world, formed globalizationand dynamics of technology, effects management process and social-economics conditions.The most effected area from conversion is public area. There is a transition from the structureof rigid organized central government, which is in the vertical hierarchy, to locally organized, humancentered structure. At this point, it can be seen that e-government, rised the basis of efficiency,effectiveness, transparency, participation, is recommended as management model of informationcommunity.Local management, closest management system to citizen, is basis of e-government activities.Because, this conversion is perceived at the local governments, which closely interaction with citizens topresents their service.Society constitutes and authorizes local government to give good and quality service to them.Citizen-centered service concept is a social demand from local government. This social demand isprovoking the transition of e-government process.E-transition gives a lot of opportunities to local government if it is managed well and fitted toreliable bases. E-transition, contributes not only to production and service sector, but also to supplydynamism to democracy, then our management system run better.The institutional transition, completed and executed by local government, is the main andtrustworthy step of being information society process. This step also motivates transition of society withother organizations. Of course, other major point is its benefits to the daily life quality.In this study, first of all,t he events of a e-government, e-municipality, merropolitan areinvestegated at the conceptual level, then the effects of e- government researched in the specific ofTurkey at local governments under the e-municipality and finally general eveluation is made with the dataobtained from questionnaire applied in Metropolitan Municipality of Kayseri.en_US
