Metamaterials are the materials artificially and periodically designed having electromagnetic properties not found in nature. With the help of these properties, applications like signal absorbers, sensors and antenna and polarization converter have been developed. In this thesis, metamaterial polarization converter transforming a linearly polarized signal into a circular polarized signal is realized. Numerical studies on metamaterial surface structures are performed via CST Microwave Studio simulation program and the experimental studies are performed by ZVL ROHDE&SCHWARZ and PNA-L AGILENT Vector Network Analyzer. Full-wave electromagnetic simulation results are studied parametrically and compared with the free space measurements made by using two horn antennas in microwave frequencies. In the experimental studies, both co-pol and cr-pol transmission results are obtained for the horn antennas. Axial ratio expressed as the polarization quality is then obtained from the ratio of these two results. As a result, three metamaterial surface structures having different geometries in which the axial ratio is studied by taking 3dB and below as reference and having the ability to transform the linear polarization into a circular polarized wave in weather forecast radar frequencies, in satellite communication frequencies and in WIMAX frequencies are developed.
