Özet
ÖZET ALTYAPI PROJELERİNDE PROJE YÖNETİMİ UYGULAMALARI Ülkemizde son yıllarda kamu yatırımlarına bağlı olarak inşaat sektörü ve alt sektörü durumundaki altyapı yatırımları kaynak ve program bakımından büyük bir daralma içine girmiş bulunmaktadır. İnşaat sektöründe üretim proje bazında gerçekleşmektedir. Projeler çok sayıda örgütün katkısını gerektiren karmaşık ve uzun süreli çabalardır. Bu özellikleri düşünüldüğünde, projelerin başarıyla yürütülmesi ve sonuçlandırılması, etkin yönetimi zorunlu kılmaktadır. Proje yönetimi ise proje üretiminin kendine özgü özellikleri dikkate alınarak geliştirilmiş bir yöntem yaklaşımıdır. İnşaat sektöründe proje yönetimi, bir inşaat projesinin planlanması, örgütlenmesi, yürütülmesi, koordinasyonu ve kontrolünü kapsar. Bu çalışmada, ülkemizdeki altyapı yatırımları ve gelişme özelliklerine örnek olacak şekilde inşaat sektöründe proje yönetimi genel hatlarıyla açıklanmıştır. Bu amaca esas olmak üzere 1990-2002 yıllan arasında yapılan kamuya ait (Devlet Su İşleri Genel Müdürlüğü ve Köy Hizmetleri Genel Müdürlüğü) altyapı yatırımları arasından sektör bazında tesadüfi olarak seçilen örneklere ait keşif bedelleri esas alınarak, başlangıçta öngörülen maliyet bedeli ile gerçekleşen maliyet bedeli arasındaki ilişkinin istatiksel açıdan analizi yapılmıştır. 2004, 75 Sayfa
n ABSTRACT PROJECT MANAGEMENT APPLICATIONS IN INFRASTRUCTURE PROJECTS During the recent years, the amount of infrastructure projects has been decreased due to the reduction in public expenditures. Production in construction sector is based on projects. Projects are complex and require a long period of time which involve many organizations. For this reason, effective management is a must for succesful project executing and completion. On the other hand, project management concept is designed to fit the characteristics of project production. Project management in construction involves the planing, organization, execution, coordination and control of a construction project. In this study, a general overview of the infrastructure projects in Turkey has been presented. Then, a regrassion analysis has been employed to find out the relationship between the cost values at the estimation and completion stages. 2004, 75 Pages
