Özet
İnsanlık tarihi boyunca çeşitli nedenlerle yer değiştirmek zorunda kalan insanlar, savaşlar, afetler ve sosyal sebepler gibi etkenlerle sürekli hareket halinde olmuşlardır. Ancak günümüzde, özellikle Orta Afrika'da yaşanan iklim krizi, göçleri yeni bir boyuta taşımıştır. Bu krizin neden olduğu çevresel değişiklikler, milyonlarca insanı yaşadıkları bölgeleri terk etmeye zorlamıştır. Sanayi devriminin ardından atmosfere salınan gazlar, düzenli olarak artan bir atmosfer ısınmasına neden olmuştur. Bu durum, günümüzde giderek artan tüketim alışkanlıklarıyla birleştiğinde, doğal ve toplumsal sonuçları daha da karmaşık hale getirmiştir. İnsanoğlunun sebep olduğu bu tüketim çılgınlığının bir sonucu olarak, küresel iklim değişikliği kaçınılmaz hale gelmiştir. Birleşmiş Milletler Kalkınma Programı'nın 2019 raporuna göre, iklim değişikliği nedeniyle önümüzdeki 30 yıl içinde deniz seviyelerindeki artış, çölleşme, sel ve taşkın gibi etkenlerle yaklaşık 200 milyon insanın yaşam alanlarını terk etmek zorunda kalacağı öngörülmektedir. Orta Afrika, bu küresel sorunun acil bir örneğini sunmaktadır. Orta Afrika'da yaşanan iklim krizi, tarım alanlarındaki kuraklık, su kaynaklarının azalması ve ekosistemdeki dengesizlik gibi faktörlerle birlikte bölgedeki yaşam koşullarını ciddi şekilde etkilemektedir. Bu durum, insanları gıda güvencesi olmayan bölgelerden daha sürdürülebilir yaşam koşullarına sahip yerlere yönlendirmektedir. 1951 Cenevre Sözleşmesi'nde mültecilere tanınan haklar, çevresel faktörler nedeniyle zorla göç etmek zorunda kalan insanları kapsamamaktadır. Ancak, yaşanan iklim değişiklikleri ve çevresel felaketler, bu kişileri mülteci statüsüne sahip olmayan ancak yaşadıkları yerleri terk etmek zorunda kalan bir topluluk haline getirmiştir. Özellikle son yıllarda yaşanan ani iklim olayları sonrasında yaşanan göç hareketleri, iklim değişikliğinin etkilerini daha da belirgin hale getirmiştir. Orta Afrika'da yaşanan benzer bir kriz, bölgedeki nüfusun büyük bir kısmını zorla göçmen konumuna düşürmüş ve uluslararası toplumun dikkatini çekmiştir. Bu çalışma, Orta Afrika'da yaşanan iklim krizinin insanları nasıl etkilediğini ve bu etkilerin nasıl bir göç dalgasına yol açtığını anlamak için bilimsel araştırmalar, tezler ve makalelerden elde edilen değerli bilgileri kullanarak hazırlanmıştır. Yapılan incelemeler, Orta Afrika'da yaşanan iklim değişikliğinin ortaya çıkardığı mülteci sorununu anlamak ve bu soruna çözüm bulmak adına önemli bir referans noktası oluşturmaktadır.
Throughout human history, people who have had to move for various reasons have been constantly on the move due to factors such as wars, disasters and social reasons. However, the climate crisis experienced today, especially in Central Africa, has taken migration to a new dimension. Environmental changes caused by this crisis forced millions of people to leave the areas where they lived. Gases released into the atmosphere after the industrial revolution caused increasing atmospheric warming. This situation, combined with today's increasing consumption habits, has made the natural and social consequences even more complicated. As a result of this consumption frenzy caused by humankind, global climate change has become inevitable. According to the 2019 report of the United Nations Development Programme, it is predicted that approximately 200 million people will have to leave their living spaces in the next 30 years due to factors such as sea level rise, desertification, and floods due to climate change. Central Africa provides a pressing example of this global problem. The climate crisis in Central Africa seriously affects the living conditions in the region, along with factors such as drought in agricultural areas, decrease in water resources, and imbalance in the ecosystem. This situation directs people from food insecure areas to places with more sustainable living conditions. The rights granted to refugees in the 1951 Geneva Convention do not include people who are forced to migrate due to environmental factors. However, climate changes and environmental disasters have turned these people into a community that does not have refugee status but has to leave the places they live. Migration movements, especially after the sudden climatic events in recent years, have made the effects of climate change even more evident. A similar crisis in Central Africa dragged a large part of the population in the region into forced migration and attracted the attention of the international community. This study was prepared by using valuable information obtained from scientific research, theses and articles in order to understand how the climate crisis in Central Africa affects people and what kind of migration wave these effects lead to. The research constitutes an important reference point in understanding the refugee problem caused by climate change in Central Africa and finding solutions to this problem.
