dc.description.abstractBu çalışmada, 1961-1980 seneleri arasında Türk siyasi tarihinde önemli bir rol oynayan Cumhuriyet Senatosu'nun, Hatay'ı temsil eden üyelerinin siyasi, iktisadi ve sosyal faaliyetleri ele alınmıştır. Bu süreçte Senato'da Hatay'ı Sabahattin Adalı, Vehbi Aksoy, Enver Bahadırlı, Kemal Kılıçoğlu, Mehmet Sönmez ve Mustafa Deliveli olmak üzere altı üye temsil etmiştir. Konu ele alınırken senatörlerin görev süreleri boyunca ifa etmiş olduğu faaliyetler, yerel ve milli düzeyde genel hatlarıyla incelenmiştir. Türk siyasi hayatına 23 Aralık 1876 tarihinde Kanun-i Esasi vasıtasıyla dahil olan çift meclis sistemi, 1924 Anayasasında kendisine yer bulamamıştır. Anayasa hazırlanırken çift meclis düşüncesi birçok mebus tarafından öne sürülmüş olsa da mevcut şartlar doğrultusunda tek meclisli sistemin benimsenmesi kararlaştırılmıştır. Türkiye'de 1945 yılında çok partili düzenin yerleşmeye başlamasıyla birlikte çift meclis düşüncesi tekrar gündeme gelmiştir. Bu düşünce 27 Mayıs askeri müdahalesine kadar muhalefet cephesi tarafından öne sürülmüş, ancak ilerleme kaydedilememiştir. 1961 Anayasasının hazırlık aşamasında ikinci meclisin kurulması hakkında öne sürülen görüşler şiddetli tartışmalara neden olmuş ve nihayetinde 9 Temmuz 1961 tarihli Anayasal Metnin referandum ile kabul edilmesiyle birlikte siyasi hayatımıza ikinci kez girmiştir. TBMM'de üst meclis sıfatıyla faaliyet gösteren Cumhuriyet Senatosu'nda Hatay'ı temsil eden üyeler, halk tarafından genel oy ile seçilmiştir. Yüksek lisans tezi olarak hazırlanan bu çalışmada, Hatay Senatörlerinin özlük bilgilerine yönelik tercüme-i hal evrakları, mazbatalar ve Parlamento Tarihi kitapları kaynak olarak kullanılmıştır. Faaliyet gösteren senatörlerin incelenmesi hususunda ise Türkiye Büyük Millet Meclisi yayınları ve Cumhuriyet Senatosu Tutanak Dergisi taranmıştır.en_US
dc.description.abstractThe Senate of the Republic members that represent Hatay are discussed in this work in relation to their political, economic, social, and constituency actions, which had a significant impact on Turkish politics between 1961 and 1980. In this process, Hatay is represented in the Republican Senate by six senators: Sabahattin ADALI, Vehbi AKSOY, Enver BAHADIRLI, Kemal KILICOGLU, Mehmet SONMEZ, and Mustafa DELIVELI. The activities of the senators during their years duty have been broadly revealed while researching this topic, both nationally and locally. The Ottoman Basic Law (Kanun-i Esasi in Turkish), of December 23,1876, which introduced Turkish politics to the bicameral system, failed to hold up under the 1924 Constitution. Although many deputies proposed a bicameral parliament throughout the constitution-making process, it was agreed to implement a unicameral structure in accordance with the circumstances of the time. The concept of a bicameral system resurfaced when Turkey's multi-party system was replaced in 1945. Although the opposition argued for this, until the military takeover on May 27, nothing had changed. The opinions provided on the formation of the second parliament sparked heated disputes during the drafting stage of the 1961 Constitution. Because of this, it entered our political life for a second time with the referendum-based approval of the Constitutional Text on July 9, 1961. The senators from Hatay were chosen by the general public to serve as the upper assembly in the Grand National Assembly of Turkey's Senate of the Republic, which serves as a check and balance. At the stage of the literature evaluation for this work, which was created as a master's thesis, materials such as mandates, personal private documents, and books on parliamentary history were used to convey the personal details of Hatay Senators. Publications from the Grand National Assembly of Turkey and the Republic Senate Record-Journal were examined at in order to present the actions of the Senate Election.en_US
