Abstract
XVII. Yüzyıldan itibaren Osmanlı Devleti, değişen yenidünya düzenine ayak uydurmak için
bir dizi girişimlerde bulundu. Bu girişimlerin başında ise askeri alandaki ıslahatlar
gelmekteydi. Yapılan askerî düzenlemeler ile birçok eğitim kurumu yeniden yapılandırıldı
veya yenileri ile değiştirildi. Revize edilmeye çalışılan Osmanlı askerî teşkilatında nitelikli
eğitmen ve modern eğitim müfredatı önemli bir ihtiyaç idi. Bu ihtiyaca yönelik askerî
alandaki değişimleri takip etmek, yapılan modern silahları incelemek ve bunları orduya
kazandırmaya çalışmak dönemin askerî kademelerindeki subayların görevi idi. Bunların
başında ise Ferik Ahmed Muhtar Paşa gelmektedir. Muhtar Paşa, aldığı eğitim ve
tecrübeyi hocalık yaptığı okullarda ders vererek yeni nesil subaylara aktarmanın yanında,
çok sayıda kitap yazmış, dönemin gazete ve dergilerinde özellikle askerî teknoloji hakkında
yazılar yayımlamıştır. Askerî sisteme dair yazdığı yazıların birçoğunu kendi döneminin
önemli yayın organlarından biri olan Malûmât‟ta yayımlayarak, Türk askerî tarihçiliğinin
temelini oluşturacak yayınlara imza atmıştır.
Malûmât‟ta yayımlanmış yazılarında genel olarak; Osmanlılarda askerlik, Osmanlı
silahları ve Osmanlı topçuluğu, 1894-95 Rus-Japon Muharebelerinde kullanılan askerî
malzemenin niteliği hakkında bilgi vermektedir. Ayrıca 19. yüzyılda top teknolojisi ile
Avrupa‟daki top döküm sanayisi, kale savunma stratejileri, seri ateşli sahra toplarının
özellikleri, eski Osmanlılarda top dökme metotları, Avrupa‟daki harp akademilerinin
eğitim programları, Osmanlı bahriye topçuluğunun imalatı ve buna benzer farklı
konularda yazmış olduğu yazılar ile genel olarak Osmanlı ve çağdaşı olan devletlerin
askerî ve harp teknolojisinin bir panoramasını çizmektedir.
The Ottoman Empire made of series reforms in order to keep up with the times since the 16th century. Reformations in the military field were the leading. As a result of this, many educational institutions were redesigned or changed to new ones. Qualified instructors and modern curriculum in the Ottoman military organisation had crucial important. Following changes in the field, examining modern weapons and including weapons to the army were duty of the officers. One of these officers was Ferik Ahmed Muhtar Pasha. He did not only teach but also educated new generation officers in schools which were established by him. The also published many books and articles about the military technology in periodicals. Many of his articles, which became basis for the Turkish military historiography, were published in Malümat which was a significant journal in the period. Articles in the Malümat generally were about military service in the Ottoman Empire, the Ottoman weapons, artillery and qualification of the military materials in Russian-Japanese War (1894-95). In addition, he gave information about artillery technology and industry in the 19th century in Europe, castle defence strategies, features of field cannons, casting methods in old Ottomans, syllabuses in the war academies in the Europe, the manufacturing of naval artillery and similar topics. With these writings, he provided a panorama of the military and warfare technology of Ottoman Empire and its contemporary states in general.
