Özet
Dünyada kentleşmenin artışına bağlı olarak, afetlerin meydana
geliş sıklıklarının ve etkilerinin gösterdiği artış, sürekli gelişen
ve değişen bir alan olarak afet yönetiminin, kamu yönetiminin
temel ilgi ve çalışma alanlarından birisi olarak değerlendirilmesini
gerekli kılmaktadır. Çok disiplinli bir çalışma alanı olarak afet
yönetimi; hem fen bilimlerinin hem de sosyal bilimlerin yöntem ve
uygulamalarından faydalanarak kendisine özgü bir yönetim modeli
üretmekte; afetlerin öncesi, sırası ve sonrasında yapılması gereken
bütün faaliyetleri kendi disiplini altında bir araya getirmektedir.
Afet yönetiminin bu çok disiplinli yapısı, teoride ve uygulamada,
farklı disiplinlerden teorisyen ve uygulayıcıların da bir arada
çalışması gerekliliğini doğurmaktadır. Bu gereklilik afet yönetimi
içerisindeki yönetim uygulamalarının önemini artırmakla birlikte,
afet yöneticilerinin de alana özgü eğitimlerini önemli kılmaktadır.
Bu çalışma, afet yönetimi teori ve uygulamalarında başarılı kabul
edilen dünya örnekleriyle Türkiye uygulamalarının karşılaştırmalı
bir analizini sunma amacını taşımaktadır. Bu kapsamda, seçilmiş
ülkelerde afet yönetimi alanında lisans ve lisansüstü düzeydeki
eğitimler incelenerek Türkiye’deki akademik eğitimlerle
karşılaştırılarak değerlendirilecek; elde edilen bulgular neticesinde
eğitimlerin, afet yönetimi uygulamalarına olan katkıları tartışmaya
açılacaktır.
The growth of occurrence and effects of the disasters with respect to the growing urbanization, makes essential that disaster management, which is a continuously growing and developing field, should be evaluated as one of the main study areas of public administration. As a multidisciplinary study field, disaster management produces a distinctive management model by benefiting from the methods and practices of the natural and social sciences both and combines all activities that should be done before, during and after disasters. This multidisciplinary structure of disaster management necessitates that many theorists and practitioners from other disciplines should study and work together in theory and practice. This necessity increases the importance of administrative practices in disaster management and makes the field specific education of the disaster managers significant. This study aims to comparatively analyze the Turkish practices with the world examples which are admitted successful in the field of disaster management in theory and practice. In this context, undergraduate and graduate education in the field of disaster management are going to be researched in selected countries and comparatively evaluated with the academic education in disaster management in Turkey and contribution of the education to the disaster management practices will be argued with respect to the findings.
