Özet
Osmanlı Devleti, XVII. yüzyıldan itibaren kurumlarının genelinde geniş bir reform hareketi başlattı. Bu kurumların başında ordu ve askeri müesseseler gelmekteydi. Amaç yozlaşmış ve amacının dışına çıkmış kurumlarını yeniden revize ederek, işlevsel bir hale getirmekti. Ordunun modernleştirilmesi adına yapılan düzenlemelerin kaynağı Batı olduğu için batılı devletlerin orduları örnek alınarak düzenlemeler yapılmaktaydı. Osmanlı ordusunda yapılan düzenlemeler birçok gazete, dergi veya kitap gibi basın-yayın neşriyatıyla desteklenmekteydi. Böylelikle bir yandan yapılan reformların iç kamuoyuna ulaştırılması hedeflenirken bir yandan da farklı ülkelerde askeri alanda meydana gelen gelişmelerden veya teknolojik ilerlemelerden Osmanlı ordusunu haberdar edilmesi amaçlanmaktaydı. Bu bağlamda Müdâfaa-yı Milliye gazetesinin 1911 yılı başlarından itibaren Mehmed Zeki Bey öncülüğünde yayın hayatına başladığı söylenebilir. Gerek Osmanlı ordusunda ve gerekse de Osmanlı Devleti'nin çağdaşı olan ülkelerde gelişen her türlü askeri hadiseleri, bilhassa ordu modernleşmesi ve teknolojik silah alanında gelişmeleri değerlendirerek iç kamuoyunun hizmetine sunmaya çalışmıştır. Müdâfaa-yı Milliye'nin yayın çizgisi incelendiğinde askeri gelişmelerin ele alınarak, okuyucuya ulaştırılmaya çalışıldığı anlaşılmaktadır. Bu çalışmada, Müdâfaa-yı Milliye'nin ilk yayın yılında (1911) yayımlanan sayılar (1-24) günümüz Türkçesine çevrildikten sonra değerlendirilmek suretiyle okuyucunun takdirine sunulmuştur. Böylelikle hem XX. yüzyıl başlarında Osmanlı Devleti'nde ve dünyada meydana gelen askeri gelişmelere dair bir perspektif sunulmaya çalışılırken bir yandan da dönemin askeri tarih araştırmalarına kaynaklık edecek bir basın organına dikkat çekilmesi amaçlanmıştır.
In the 17th century, the Ottoman Empire initiated a wide reform movement in its institutions. The primary focus were the army and military establishments. The purpose was to overhaul the corrupt and outdated institutions and make them functional. Since the basis of the arrangements made for the modernization of the army was the West, the settlements were made taking the armies of the Western states as an example. The measures taken in the Ottoman army were backed by the press and publications such as numerous newspapers, magazines and books. Thus, on the one hand, it was aimed to convey the reforms to the domestic public, on the other hand, it was aimed to inform the Ottoman army about the developments in the military field or technological advances in different countries. In this context, it can be said that the journal Müdâfaa-yı Milliye began its publishing life under the direction of Mehmed Zeki Bey at the beginning of 1911. He tried to present all kinds of military events, especially in the field of army modernization and technological weapons, to the service of the domestic public, both in the Ottoman army and in the countries that were contemporary of the Ottoman Empire. When the Müdâfaa-yı Milliye publications have been reviewed, it is understood that military developments are processed and tried to be transmitted to the reader. In this study, the issues (1-24) released in the first year of publication of Müdâfaa-yı Milliye (1911) were presented to the reader after being translated into today's Turkish. Consequently, while trying to present a perspective on the military developments that took place in the Ottoman Empire and the world at the beginning of the 20th century, it is aimed to draw attention to a press organ that will be a source for military history research.
