dc.description.abstractYoksulluk günümüz dünyasının karsı karsıya olduğu en önemli sosyal ve ekonomik problemlerden birisidir. Tüm yönetimler yoksulluğun azaltılması için programlar hazırlamakta ve bunları uygulamaya çalısmaktadırlar. Yoksulluk, tanım olarak, bireylerin yasamaları için gerekli olan mal ve/veya hizmetlere erisememe durumu olarak tanımlanabilir. Yoksulluk, bu anlamda, asgari bir yasam düzeyini sürdürecek gelir düzeyinden yoksun olma durumudur. Birçok sosyoekonomik nedeni olan ve süreç sonunda çok önemli sonuçları da bulunan yoksulluğun ölçülmesi çok fazla önem tasımaktadır. Yoksulluğun ölçülmesinde Alınması Gerekli Asgari Kalori Miktarı Yöntemi, Temel Gereksinimler Yaklasımı, Gıda Oranı Yöntemi gibi birçok yöntem mevcuttur. Ayrıca yoksulluğun ölçülmesinde belli endeksler de formüle edilmistir. Thomas ve Sen tarafından öne sürülen endeksler buna örnek olarak verilebilir. Farklı coğrafyalarda yasanan yoksulluk deneyimleri, yoksulluğun farklı nedenlerden kaynaklandığı ve farklı sekillerde ortaya çıkabileceğini ortaya koymaktadır. Bu durumda, farklı deneyimler için farklılastırılmıs politikaların uygulanması gerekir. Bu tez çalısmasında, Türkiye'de ?statistiki Bölge Birimleri Sınıflaması Düzey 2 ayrıntısında ortaya konmus olan yoksulluk olgusu karsısında alternatif politikalar ortaya konulmaya çalısılmıstır.en_US
dc.description.abstractPoverty is one of the most important social and economic problems that the world is facing with. All governments are preparing poverty reducing programs and try to put them in practice. Poverty can be defined as inaccessibility to the goods and/or services that is necessary for the individual to last their lives. Poverty, in this manner, is the situation of being lack of income to last a minimum level of living standards. Measurement of poverty, which has a lot of social and economic reasons and very important consequences, has a great importance. The methods in the measurement of poverty are Food Energy Intake Method, Cost of Basic Needs Method and Food Share Method. Also some indices formulated for measuring poverty. The indices proposed by Thomas and Sen are can be shown as an example. Poverty experiences faced in different geographical parts of the world bring up the matter that the poverty has different reasons and can be appear in different types. In that case, different experiences needs different policy applications. In this thesis, different policy applicaions are tried to be bringed up for the poverty measures of Turkey based on Clasification of Statistical Regional Units, Level 2.en_US
