In this study, the historical development of the relationship betweeen cooperatives and the state in Turkey has been analyzed. The historical trajectory of cooperative movement in Turkey shows that the state has played a significant role in the development of cooperatives providing them with state subsidies. These subsidies increased the number of cooperatives and helped the existing ones to grow. On the other hand, state subsidies resulted in the state-dominated cooperatives by hindering self-government by cooperative members in these organizations. The state's involvement in the affairs of cooperatives could be easily observed in five year plans. The importance of the state made cooperative activies state-led rather than a bottom-up process, which had bad consequences cooperative development. Begining with the 1990s, the state financial support for cooperatives have declined and therefore the state's leading role has decreased. Today, cooperatives in Turkey are noj very effective organizations in the free market economy. Cooperatives try to overcome these difficulties and perform their services.en_US
