Özet
Modern devlet anlayışının gelişimiyle demokrasinin diğer rejimler arasından sıyrılarak güçlenmiş ve yaygınlaşmıştır. Demokrasin yaygınlaşması ile demokrasi kültürü gelişmiş halkın karar alma süreçlerinde aktif olarak yer alması gereğini ortaya çıkarmıştır. Siyaset Bilimi literatüründe "Siyasal Katılım" olarak kavramlaşan bu olgu demokrasinin işlerliğini ve kalitesini ortaya koyan bir ölçüt olmuştur. Başka bir ifade ile "Siyasal Katılım" ve bağlantılı diğer boyutları demokrasinin olmazsa olmazı olmuştur. Bu yüzden birçok siyaset bilimci, toplumbilimci ve hatta sosyal bilimlerin diğer alanlarında çalışma yapan bilim insanları, siyasal katılım olgusu ve boyutları üzerine yoğun çalışmalar yapmaktadırlar. Bilgi çağına geçişle yani teknolojinin hızlı gelişmesi ve iletişim ve etkileşim yollarının artmasıyla ortaya çıkan küreselleşme ve ona paralel olarak gelişen olgular sosyal değişimleri çok hızlı bir hale getirmiştir. Özellikle sosyal ağ kavramının yeniden tanımlanması ve sosyal medyanın hayatımıza girmesiyle bilgi mobilitesinin tamamen sağlandığı bir ortam oluşmuştur. Bu da insanlara çok hızlı bir şekilde ve mekândan bağımsız bilgi alma ve aktarma, görüş açıklama ve alma gibi tek yönlü olmayan bir durum sağlamıştır. Çalışmada siyasal katılımın yaşadığı değişim ve dönüşüm ayrıntılı olarak ele alınarak geçmişle günümüz katılım yolları arasındaki farklar ortaya konulmaya çalışılmıştır. Ayrıca siyasal katılımın ne ifade ettiği ve ne ifade etmediği konusu incelenerek yeniden yorumlanmaya çalışılmıştır. Bunların yanı sıra yönetimin vatandaşlara bakış açısındaki değişim irdelenip, siyasal katılım anlayışının yaşadığı değişimin yönetimler açısından değerlendirmesi yapılmıştır.
With the development of modern state understanding democracy has been strengthened and widespread by getting rid of other regimes. With the widespread democracy, the democratic culture has also developed and it has become necessary for the people to actively take part in the decision-making processes. This phenomenon, which is conceptualized as "Political Participation" in Political Science literature, has been a criterion that reveals the function and quality of democracy. In other words, "Political Participation" and other related dimensions have become indispensable for democracy. Because of this, many political scientists, sociologists and even scientists working in other fields of social sciences work extensively on the nature and extent of political participation. The transition to the age of information, ie the rapid development of technology and the increase in communication and interaction ways, the globalization and the parallel developments have made social changes very rapid. Especially the redefinition of the concept of social network and the introduction of social media have created an environment in which information mobileity is fully provided. This has provided a non-directional situation for people to receive and transmit information, explain and receive information in a very fast and independent manner. In this study, the changes and transformations experienced by political participation were examined in detail and the differences between past and present participation ways were tried to be revealed. It also tried to reinterpret the meaning of what political participation means and what it does not express. In addition to this, the change in the view of the administration towards the citizens is examined and the change experienced by the understanding of the political participation is evaluated in terms of the administrations.
