Özet
Osmanlı Devleti kurumlarında yetişmiş, devlet ve siyaset adamı Ali Münif Yeğena’nın siyasi yaşamı, II. Meşrutiyet, Mütareke ve Cumhuriyet dönemlerinin bir panoraması niteliğindedir. Ali Münif Bey Mülkiye’de eğitimini sürdürdüğü esnada, II. Abdülhamid yönetimine karşı başlayan muhalif hareketlere katılmış ve meşrutiyetin yeniden ilanını amaçlayan İttihatçı hareketin içerisinde aktif bir rol oynamıştır. Daha başından beri mensubu olduğu İttihat ve Terakki Cemiyetinin iktidara gelmesiyle birlikte yıldızı parlayan Ali Münif Bey, II. Meşrutiyet Döneminde mebus, vali, müsteşar, nazır, nazır vekili gibi önemli görevler üstlenmiştir. Mütareke Döneminde, önde gelen İttihatçıların tutuklanmasıyla birlikte Ali Münif Bey de tutuklanmış ve Talat Paşa kabinesinde görev aldığı için Divan-ı Harp’te yargılanmıştır. Fakat yargılama süreci tamamlanmadan İngilizler tarafından siyasi gerekçelerle Malta’ya sürgün edilmiştir. Malta esaretinden kurtulduktan sonra aktif siyasi yaşamına yeniden dönen Ali Münif Bey, Cumhuriyet Döneminin ilk Adana belediye başkanı olmuştur. Bu görevinden sonra altı dönem aralıksız milletvekilliği yaparak aktif siyasi yaşamını mayıs 1950’ye kadar TBMM’de sürdürmüştür. Bu çalışmanın amacı Ali Münif Yeğena’nın siyasi biyografisini incelemektir.
Ali Münif Yeğena, who was educated in the institutions of the Ottoman State, had a very long political life covering the Second Constitutional, the Armistice of Mudros and Republican periods. While Ali Münif Bey continued his education in Mülkiye, he became members of the Committee of Union and Progress and participated in movements against Sultan Abdulhamid II administration and played an active role in the Young Turk Revolution in July 1908, which inaugurated the Second Constitutional Period. When the Committee of Union and Progress, which he was a member of since the beginning, came to power after the revolution, he had undertaken important duties such as deputy, governor, undersecretary of ministry of interior, ministry of public works (nafia) during the Second Constitutional Period. During the Armistice Period, with the arrest of leading Unionists, Ali Münif Bey was also arrested and tried in courts-martial (Divan-ı Harb-i Örfi) for serving in the government of Talat Pasha. And before the trial process was completed, he was sent into exile to Malta Island by the British forces. After the captivity in Malta about 23 months, Ali Münif Bey returned to his active political life and became the first Adana mayor of the Republican Period. After this duty, he continued his active political life in the Grand National Assembly of Turkey until May 1950 by serving as an uninterrupted deputy for six terms. The purpose of this study is to examine the political biography of Ali Münif Yeğena.
