dc.description.abstractAskeri temeller üzerine kurulan Osmanlı Devleti'nde ordu, her zaman için en önemli unsurlardan biri olmuştur. Ancak zamanla devletin ekonomisinde, siyasal ve sosyal durumunda görülen yozlaşma ve gerilemeler orduda da kendisini hissettirmiş ve ordu teşkilatında bir değişimi zorunlu kılmıştır.Askeri anlamda ilk çalışmalar III.Selim devrinde görülmekle beraber ilk ciddi atılım II.Mahmut döneminde ?Yeniçeri Ocağı?nın kaldırılmasıyla gerçekleştirilmiştir. Tanzimat dönemi boyunca değişim devam etmiş ve II.Abdülhamit döneminde farklı bir boyut kazanmıştır. Bundan böyle ordu yapısında Alman etkinliği artmıştır.II.Meşrutiyet döneminde de ordudaki değişim devam etmiş ve silahlı kuvvetlerin ıslahı için ciddi adımlar atılmıştır. Fakat Trablusgarp ve Balkan savaşlarında yenilmiş olan Osmanlı ordusu için daha zorunlu tedbirlerin alınması gündeme gelmiş ve Almanya'dan bir ıslah heyetinin gelmesi sağlanmıştır. Ancak asıl değişim Enver Paşa'nın Harbiye Nazırı olmasıyla gerçekleşmiştir.Enver Paşa, başa geçtikten sonra yaşlı ve görevlerini ihmal eden subayları ordudan atmak suretiyle orduyu gençleştirmiştir. Daha sonra hava ve deniz kuvvetlerinde de değişik düzenlemeler yaparak komuta kademesinin gençleşmesini sağlamıştır. Böylece orduya daha dinamik bir ruh kazandırılmıştır.Ordudaki bu değişim her ne kadar devletin yenilgisini engelleyememişse de asıl meyvelerini Kurtuluş Savaşı'nda verecektir. dc.description.abstractFor The Ottoman State which is based on military principals the army had always been one of the most important elements. However in time the degeneracy and regression in the economy, political and social condition of the state had made itself self in the army and required alteration in the army organisation.Besides having been seen in the period of Selim the third the first studies on point of military, the first serious attempts were carried out in the period of Mahmut the second which were the abolishing of the janissary academies. Throught the Tanzimat period alteration went on and in the period of Abdülhamit II. İt attained a different dimension. After that in the formation of the army German influence increased.The change in the army went on in the second Constitutinationalism period too, and serious steps were taken for the improvement of the armied forces. But for the Ottoman army which was defeated in the Trablusgarp and Balkan wars, more importent steps came into question and an improvement commission from Germany was brought. However, the main alteration came true when Enver Pasha became Military Academy Secretary.When Enver Pasha took the head he rejuvenated the army by putting an and to the jobs of those officers who were old and neglect their duty. Later on by making different regulations in the air and naval forces he rejuvenated the command step. İn this way a more dynamic soul was gained fort he army.Although this alteration in the army didin?t prevent it from defeat, it would get its main positive results in the İndependence War.
