Özet
XVII. Yüzyıldan itibaren dünya güç dengesinin Osmanlı aleyhinde bozulmasıyla birlikte devlet bürokrasisi, kurumlardaki çözülmeyi önlemek için birçok alanda olduğu gibi, taşra idaresinde de reforma gitmiştir. Bu reformun önemli uygulamalarının başında ise Tanzimat gelir. Tanzimat ile başlayan modernleşme süreci 1864 Vilâyet Nizâmnâmesi ile doruğa ulaşmıştır. Bu nizâmnâme ile taşra idaresinde, klasik dönemin eyâlet sistemini değiştirilerek, vilâyet sistemine geçilmiştir. With the deterioration of the international balance of power against the Ottoman in the 17th century onwards, the state bureaucracy started reform in the provincial administration as in many areas in order to prevent dissolution in the institutions. The foremost of the important applications of this reform is Tanzimat. Starting with Tanzimat, the modernization process culminated with 1864 Provincial Regulation. By this regulation, the state system of the classical period in the provincial administration was changed and the provincial system was launched.
