THE ISSUE OF RETURNING HOME OF BULGARIANS WHO FLED FROM OTTOMAN MACEDONIA TO BULGARIA (1902-1904)

Özet
The subject of this research is the desertions that took place from Ottoman Macedonia to Bulgaria between 1902-1903 and the problem of the fugitives returning home. During this period, the Friday Rebellion broke out in September 1902, and the Ilinden Uprising broke out in August 1903. In the process that started with the Friday Rebellion and continued with the Ilinden Uprising, there were intense desertion incidents in Bulgaria. The Ottoman Empire tried to ensure the return of the fugitives with the general amnesty arrangements issued from the autumn of 1902 to the beginning of 1904. However, due to Bulgaria's lack of support for the return process of the fugitives, the amnesty arrangements did not yield the desired results. The issue of fugitives was resolved with the agreement signed between the Ottoman Empire and Bulgaria on April 8, 1904. After the signing of the agreement, the Ottoman government declared a general amnesty on April 13, 1904, and issued comprehensive instructions for return. After the declaration of the general amnesty, most of the fugitives returned by the end of July 1904. The issue of fugitives will be examined within the framework of data obtained from the Ottoman archives and British consular reports.
