dc.description.abstractGünümüzde düzenleyici devlet çagında yasadıgımız iddia edilmektedir. Arastırma devlet, ekonomi ve toplum arasındaki iliskilerin kökten degisimini ifade eden devletin yeniden yapılandırılmasını ele almakta ve konuyu Türkiye'deki bagımsız düzenleyici kurumlar örneginde incelemektedir. Tezin temel amacı düzenleyici devlet modelinin antidemokratik niteligini ve düzensizligini ortaya koymaktır. Diger bir amacı ise düzenleyici devletin, sermaye birikiminin geregi sonucu dogdugunu ortaya koymaktır. Arastırmanın birinci bölümü, arastırmanın konusunu ve önemini, amacını, denencelerini, yöntemini ve sunus sırasını içermektedir. Arastırmanın ikinci bölümünde refah devleti, gelisimi ve dönüsümü temelinde ayrıntılı bir biçimde incelenmektedir. Üçüncü bölümde düzenleyici devlet incelenmektedir. Dördüncü bölümde düzenleyici devletin somutlandıgı mekanizmalar olan bagımsız düzenleyici kurumlar incelenmektedir. Bu bölümlerin ısıgında besinci bölümde Türkiye'de devletin geçirdigi dönüsüm, altıncı bölümde ise Türkiye'de bagımsız düzenleyici kurumlar incelenmektedir. Yedinci bölümde, ise kavramsal çerçevenin ısıgında Türkiye'deki düzenleyici devlet uygulamalarına odaklanılarak düzenleyici devlete dair bir elestiri yapılmaktadır. Arastırma kapsamında elde bilgiler ısıgında düzenleyici devletin barındırdıgı risklere dikkat çekilmekte ve düzensizligiyle antidemokratik niteligi vurgulanmaktadır.en_US
dc.description.abstractThe relation between state, economy and society has gained a new structure. It is claimed that we live in the area of ?regulatory state?. This study focuses on the restructuring of the state which means the change of relations between the state, economy and society. The restructuring of the state is analyzed in terms of Turkey case. Main intention of this study is to capture ?the antidemocratic character and the disorder? of regulatory state. The other aim of the study is to expose that the regulatory state has occurred as a result of the necessities of the capital accumulation. The first chapter of this study includes the theme and importance, aim, theses, method and presentation order of the study. In the second chapter, the welfare state was analyzed in detail in terms of its rise and fall. In the third chapter, the regulatory state was analyzed. In the fourth chapter, the independent regulatory agencies were analyzed in detail as distinct means of the regulatory state. The restructuring of the state in Turkey was analyzed in the sixth chapter. Finally, in the light of conceptual framework, this study focuses on the risks which the regulatory state has. Also the study emphasizes the antidemocratic character and disorder of the regulatory state. Thus, the study includes the criticism of the regulatory state.en_US
