dc.description.abstractDünyada meydana gelen afetlerde her geçen gün bir artış olduğu gibi afetlerin etkiledikleri alan ve insan nüfusunda da artış görülmektedir. Bu değişim ile birlikte çok sayıda insan afetlerden etkilenmekte, ölüm ve yaralanma sayılarında artış yaşanmaktadır. Afetlerdeki değişim ve hacim olarak genişlikleri afet yönetimlerinin işlerini yapmalarını zorlaştırmaktadır. Afet yönetimleri belli modellere göre yürütülmektedir. Ancak modeller bazı unsurlara odaklanırken bazı unsurları göz ardı etmektedir. Göz ardı edilen unsurların başında sürdürülebilirlik, kurumlar arası işbirliği ve koordinasyon gelmektedir. Bunun yanında modelin esnek ve ucu açık olması gerekir ki zaman içerisinde gelişmeye ve güncellenmeye devam etsin. Türkiye'de de durum farklı değildir. 15 yıl öncesine kadar afet yönetimi denilince akla salt müdahale gelmekte iken son yıllarda risk azaltma odaklı bir model uygulanmaya başlanmıştır. Ancak yine de bazı eksiklikler bulunmaktadır. İşte bu araştırma ile Türkiye'ye uygun kapsamlı ve yönetişimci bir model önerilmektedir. Nitel araştırma yöntemlerinden doküman analizi yöntemi ile yürütülen bu araştırmada, önerilen model esnek ve ucu açık şekilde oluşturulmasına dikkat edilmiştir. Literatürde çok sayıda afet yönetim modeli bulunmaktadır. Bunlardan kapsamlı acil durum yönetimi modeli şablon olarak alınarak Türkiye'ye uyarlaması yapılmıştır. Araştırma 3 bölümden oluşmuştur. Birinci bölümde kavramsal çerçeve ve süreç incelenirken ikinci bölümde afet yönetiminde sürdürülebilirlik, kurumlar arası işbirliği ve koordinasyon olguları üzerinde durulmuştur. Üçüncü bölümde ise literatürde yer alan belli başlı modeller incelenmiş ve Türkiye için model önerisinde bulunulmuştur. dc.description.abstractAs there is an increase in the number of disasters occurring in the world every day, there is also an increase in the area and human population affected by disasters. With this change, a large number of people are affected by disasters and there is an increase in the number of deaths and injuries. The change in disasters and their large volume make it difficult for disaster managers to do their work. Disaster management is carried out according to certain models. However, the models focus on some elements while ignoring others. The most overlooked elements are sustainability, inter-institutional cooperation and coordination. In addition, the model needs to be flexible and open-ended so that it can continue to evolve and be updated over time. The situation is not different in Turkey. Until 15 years ago, when disaster management was mentioned, only intervention came to mind, but in recent years, a risk reduction-oriented model has started to be implemented. However, there are still some shortcomings. This research proposes a comprehensive and governance model suitable for Turkey. In this study, which was conducted with the document analysis method, one of the qualitative research methods, care was taken to create the proposed model in a flexible and open-ended way. There are many disaster management models in the literature. The comprehensive emergency management model was taken as a template and adapted to Turkey. The research consists of 3 parts. In the first part, conceptual framework and process are analyzed, while in the second part, sustainability, inter-agency cooperation and coordination in disaster management are emphasized.
