Türkiye'de kentsel hizmetlerin sunumuna ilişkin bir akıllı kent model önerisi

Özet
Kentlerin artan nüfusu, genişleyen ölçeği ve teknolojik gelişmelere bağlı olarak ortaya çıkan ihtiyaçların yanında küreselleşme, göç, iklim değişikliği, salgın vb. birçok etmen kentleri dirençlilik ve sürdürülebilirlik yönüyle olumsuz şekilde etkilemektedir. Bunun yanında konjonktürel gelişmelere bağlı olarak ortaya çıkan sorun ve beklentiler, kent yönetimlerinin gündemini belirlemektedir. Kentlerin içinde bulunduğu şartlar ve değişken süreç göz önünde bulundurulduğunda kentlerde ortaya çıkan sorun ve ihtiyaçların çözümünde geleneksel yöntemlerin yerini yenilikçi yöntemlere bırakması gerekliliğini ortaya çıkarmaktadır. Bu noktada bilişim teknolojilerini yöntem olarak kullanan, kentlerin sorun ve ihtiyaçlarına yenilikçi ve sürdürülebilir çözümler üreten akıllı kent uygulamaları, kentlerin başvurduğu önemli bir kaynak olarak ortaya çıkmaktadır. Yapay zeka, nesnelerin interneti, dijital ikiz, açık veri, vb. teknolojileri kullanarak kentsel hizmetlerin sunumuna yeni bir yöntem getiren akıllı kent uygulamalarının ürettiği çözümler, kentsel hizmetlerin sunumunda ve sürdürülebilirliğinde önemli rol üstlenmektedir. Gelinen noktada kentlerin akıllı kent uygulamalarına sahip olmaları tek başına yeterli olmayıp, akıllı kent sürecinin planlama, uygulama ve geliştirme süreçlerinin bir model doğrultusunda yürütülerek etkin bir boyuta taşınması ihtiyacı ortaya çıkmıştır. Bu bağlamda çalışmada öncelikli olarak akıllı kent ve uygulamalarına ilişkin kavramsal ve kuramsal çerçeve oluşturularak, akıllı kent ve uygulamalarının Dünya'da ve Türkiye'deki gelişim süreci incelenmiştir. Çalışmanın ikinci bölümünde Dünya'daki ve Türkiye'deki kentlerin uygulamaya aldıkları akıllı çözümler irdelenmiştir. Çalışmanın üçüncü bölümünde Türkiye ölçeğinde gerçekleştirilen alan araştırmasına ve bulgularına yer verilerek, Türkiye'de kentsel hizmetlerin sunumuna ilişkin bir akıllı kent model önerisi sunulmuş ve ortaya çıkan modelin uygulanabilirliği tartışılmıştır. Sonuçta ise akıllı kent ve uygulamalarına ilişkin literatür taraması ve Türkiye ölçeğinde yapılan alan araştırması sonucunda elde edilen bulgular sentezlenerek, akıllı kent uygulamalarının kentsel hizmetlerin sunumuna yönelik ürettiği çözümlerin ve modelin etkinlik boyutu ortaya konulmaktadır.
Increasing urban population, their expanding scale and the needs that arise due to technological developments and many factors such as globalization, migration, climate change and epidemic negatively affect cities in terms of resilience and sustainability. Many factors affect cities in terms of resilience and sustainability. In addition, the problems and expectations that arise due to cyclical developments determine the agenda of the city administrations. Considering the conditions of the cities and the variable process, it reveals the necessity of replacing the traditional methods with innovative methods in solving the problems and needs that arise in the cities. At this point, smart city applications that use information technologies as a method and produce innovative and sustainable solutions to the problems and needs of cities emerge as an important resource that cities apply. Artificial intelligence, internet of things, digital twin, open data, etc. The solutions produced by smart city applications, which bring a new method to the delivery of urban services by using technologies, play an important role in the presentation and sustainability of urban services. At this point, it is not enough for cities to have smart city applications alone, and the need to carry the planning, application and development processes of the smart city process to an effective dimension by executing in line with a model has emerged. In this context, in this study, primarily the conceptual and theoretical framework regarding the smart city and its applications has been created, and the development process of the smart city and its applications in the world and in Turkey has been examined. In the second part of the study, the smart solutions implemented by the cities in the world and in Turkey are examined. In the third part of the study, a smart city model proposal regarding the delivery of urban services in Turkey is presented, and the applicability of the emerging model is discussed by giving place to the field research carried out in Turkey and its findings. As a result, the findings obtained as a result of the literature review on the smart city and its applications and the field research conducted at the scale of Turkey are synthesized, and the effectiveness of the model and the solutions produced by the smart city applications for the delivery of urban services are revealed.
