dc.description.abstractTürkiye Cumhuriyeti, kuruluşundan günümüze farklı ülkelerden farklı nedenlerle kitlesel göçler kabul etmiştir. Farklı dönemlerde Türkiye'ye yönelen kitlesel göçlerin kabul koşulları, iskân kanunları, uluslararası antlaşmalar ve protokoller ile yasal mevzuata dayalı olarak düzenlenmiştir. Türkiye'nin bu yasal mevzuata göre nereden, neden ve kimlerin göçlerini kitlesel olarak kabul ettiği önemlidir. Yasal mevzuata göre gelen yabancı uyrukluların, evrensel bir hak olarak eğitime erişimleri ve okul çağındaki nüfusun eğitimi hem Türkiye hem de kitlesel olarak gelenler için belirleyici olmaktadır. Ancak değişen koşullar ve oluşan ihtiyaçlar mevzuat ve düzenlemelerin güncellenmesine neden olmaktadır. Bu tez çalışmasında Türkiye'nin aldığı kitlesel göçler, yabancı uyrukluların eğitimi ve 2011 sonrası Türkiye'deki Suriyelilerin eğitimi söylem analizi ile çözümlenmektedir. Nitel araştırma deseni kullanılan bu çalışmada, kuruluşundan günümüze Türkiye'nin kitlesel göç, eğitim ve yabancı uyruklu öğrencilerin eğitimi ile ilgili yasal mevzuat, düzenlendiği dönemin sosyal, siyasal ve ekonomik olayları dikkate alınarak eleştirel bir söylem analizi ile çözümlenmiştir. Ayrıca Suriyelilerin eğitime erişimleri ile ilgili yapılan saha araştırması ile mevzuat ve uygulamaların pratikteki yansımaları incelenmiştir. Söylem analizinde, Theodor van Dijk'ın söylem çözümlemelerinde yöntemsel araçlar olarak geliştirdiği söylemsel stratejiler ve söylemsel kategorilerini kullanılmıştır. Göç ve eğitim mevzuatının uygulamaları ise, "Suriye Uyruklu Öğrencilerin Eğitimi" üzerinden araştırılmıştır. Sonuç olarak, Cumhuriyet'in kuruluş ve ulus devletleşme sürecindeki kitlesel göçleri bazı istisnalara rağmen, ulus ve ulusçuluk ideolojisi, ulusal bilinç, milli birlik ve bütünlük temelinde kabul ettiği belirlenmiştir. Türkiye'nin kuruluşundan itibaren kitlesel göç kabullerinde soydaşlık, kan birliği ya da dini referanslara göre gerçekleştiği anlaşılmıştır. Göçlerin gerçekleştiği dönemin de alınan kararlara etki ettiği ve her kitlesel göç kabulünde kurulan söylemin zamanla değiştiği, kırıldığı ve hatta Suriyeliler için misafirden kalıcılığa dönüştüğü; okul çağında gelen yabancı uyrukluların eğitimine yönelik mevzuat ve uygulamalarının ise Suriyelilerin eğitiminde karşılaşılan aksaklıklara göre şekillendiği tespit edilmiştir.en_US
dc.description.abstractThe Republic of Turkey has accepted mass migrations from different countries due to various reasons since its establishment. Those acceptance conditions of mass migrations to Turkey that took place in different periods have been regulated in accordance with settlement laws, international agreements and protocols based on legal legislation. According to the legal legislation, it is important from where, why and whose mass migrations Turkey has accepted. The access of foreign nationals who migrated in compliance with the legal legislation to education as a universal right and the education of the school-age population are decisive both for Turkey and for those who mass migrated to Turkey. However, changing conditions and emerging needs lead the legislation and regulations to be updated. In this thesis, the mass migrations that Turkey has accepted, the education of foreign nationals and the education of Syrians in Turkey from 2011 and on are analyzed by discourse analysis. In this study, in which qualitative research method was used, Turkey's legal regulations from its establishment to the present regarding mass migration, education and the education of foreign students were analyzed using critical discourse analysis while taking the social, political and economic events of the period into consideration. In addition, the field research on Syrians' access to education and the practical reflections of legislation and practices were examined. In the discourse analysis, discursive strategies and discursive categories developed by Theodor van Dijk as methodological tools in discourse analysis were used. The practices of immigration and education legislation were studied through "Education of Syrian Students". Consequently, it has been determined that in the process of establishment of the Republic and becoming a nation-state, despite some exceptions, Turkey has accepted mass migrations on the basis of nation and ideology of nationalism, national consciousness, national unity and integrity. It has been understood that since its establishment, Turkey has accepted mass immigrations according to kinship, blood union or religious references. The period in which the mass migrations took place also affected the decisions taken and the discourse that was established in the acceptance of each mass migration changed over time, became invalid and even shifted to "permanent" instead of "guest" for Syrians; It has also been identified that the legislation and practices for the education of foreign nationals who migrated at a school age are shaped according to the problems encountered in the education of Syrians.en_US
