Özet
Özet: 5018 sayılı Kamu Mali Yönetimi ve Kontrol Yasası ile birlikte, Türkiye'de stratejik plan yapılması birçok kamu örgütü açısından zorunluluk haline gelmiştir. Belediyeler ve il özel idareleri olmak üzere yerel yönetimler de bu kapsama girmektedir. Bu çalışma ile il özel idarelerinin hazırlamış oldukları stratejik planların vizyon ve misyonları ele alınmaktadır. Çalışma kapsamında stratejik planın hangi amaçlarla kullanıldığı göz önünde bulundurularak, il özel idarelerinin vizyon ve misyonları eleştirel bir çözümlemeye tabi tutulmaktadır. Bu değerlendirmenin sonucunda ilk olarak stratejik planlarda yer verilen vizyon ve misyonlar, bu paralelde stratejik planlama çalışmalarında gözlemlenen birtakım eksiklikler ve hatalar ortaya konulmaya çalışılmaktadır.
Abstract: With the enforcement of Public Financial Management and Control Law in Turkey, many public institutions, including municipalities and special provincial administrations, have been obliged to draw up strategic plans. This study aims to analyze the visions and missions described in the strategic plans prepared by special provincial administrations. In the study, special provincial administrations' visions and missions are subjected o a critical analysis in view of the objectives of strategic plans. In this context, the study will attempt to put forth not only the visions and missions specified in the strategic plans, but also the shortcomings and faults that have been observed during the strategic planning process.
